Title
A MOTION adopting the work plan for the review of the department of adult and juvenile detention operational master plan, approving the release of $300,000 in expenditure authority, and establishing conditions for consideration of release of integrated security project implementation appropriations.
Body
      WHEREAS, the metropolitan King County council in adopting the 2003 King County Budget Ordinance, Ordinance 14517, conditioned expenditure of operational master plan (OMP)  and integrated security project (ISP) appropriations per proviso, and
      WHEREAS, the operational master plan shall be a comprehensive plan for adult secure detention setting forth how operations will take place now and in the future.  It shall further include the analysis of alternatives and their life cycle costs to accomplish defined goals and objectives, performance measures, projected workload, needed resources, implementation schedules, and general cost estimates.  This plan shall also address how the organization would respond in the future to changed conditions.
      WHEREAS, the OMP pertains to the review of operations at both the King County correctional facility and the regional justice center, and the ISP relates to electronic and other infrastructure improvements at the King County correctional facility, and
      WHEREAS, the proviso specified that $300,000 appropriated for the OMP not be released for expenditure prior to approval of a work plan by motion, and
      WHEREAS, expenditure of $15,932,881 of new 2003 appropriations and $4,750,000 of existing appropriations have been restricted from expenditure prior to approval by motion of the OMP, together with an updated ISP scope, budget and schedule, and
      WHEREAS, the proviso noted that the executive may propose a supplemental capital budget ordinance to amend or repeal portions of the requirements of the proviso, and
      WHEREAS, it is the intent of the council to ensure that all matters relating to the scope of the ISP are fully reviewed and resolved before the council considers a motion giving its authorization to proceed with the ISP, as justified, and
      WHEREAS, the council proviso mandated the engagement of jail planning expert consultants in the preparation of required work products as well as the engagement of such experts through the King County auditor for independent project oversight, and
      WHEREAS, the developmentand oversight of the OMP would benefit from the continuous involvement of key executive and council staff in an operational master plan advisory group that will identify issues related to the ISP and OMP, and that will review reports and findings of the operational master plan consultant;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      A.  The council endorses the development of a collaborative approach to facilitate the operational master plan process as follows:
        1.  Development of an operational master plan that will identify best practices, benchmarks for cost-effective operations, constraints to achieving efficiencies, and long-term capital alternatives for the county's two jails.
        2.  An evaluation of the integrated security project to address outstanding issues and proviso elements, and identify all critical parts of the project that should and can go forward immediately without precluding capital recommendations which may emerge from the development of the operational master plan.  The product of this review will be a revised integrated security project implementation proposal, including project scope, schedule and budget, as recommended by the operational master plan advisory group, which will have been informed by the review and recommendations of the operational master plan consultant and the integrated security project development manager.  Upon satisfactory completion of the revised integrated security plan proposal, the King County executive will transmit a motion requesting approval of the implementation proposal, and authorizing release of necessary funds to move the project forward.
        3.  Completion of the operational master plan is scheduled for March 31, 2004.
        4.  Organization of work development and oversight:
          a.  The office of management and budget and the King County auditor's office will work jointly on an request for qualifications, the consultant selection process, and contract negotiations for a consultant team to carry out a scope of work for the operational master plan.
          b.  The King County auditor's office will provide independent oversight of the work of the consultant or consultants.
          c. The office of management and budget will provide project management of the consultant or consultants.  Budgetary and policy alternatives, once identified, will be brought to the council and executive for consideration.
          d.  An advisory group composed of key council and executive staff will identify issues related to the integrated security project and the operational master plan, and be an ongoing sounding board for status reporting.  The King County auditor's office and office of management and budget will convene the group.
      B.  The metropolitan King County council hereby approves the office of management and budget operational master plan work plan and schedule, which is submitted in the attachments to this motion, and hereby authorizes the office of
 
management and budget to expend the $300,000 previously restricted by the budget proviso.
