PREAMBLE:
The addition of the business resource center fund is required to continue on the progress made by the accountable business transformation project.  The business resource center is an organization King County has established as a direct product of the accountable business transformation project.  Accountable business transformation is the approach selected by the King County executive and endorsed by the elected leadership of King County for implementing enterprise financial systems, human resources systems and budgetary systems replacements.  The business resource center provides responsive, up-to-date professional, functional and technical support to King County's financial, human resource and budgetary business applications.  The business resource center evaluates the short- and long-term business application needs of the financial, human resources and budgetary operations of the county and deploy proven commercial software and hardware solutions that utilize current, mainstream technology, as core business systems of the county and to standardize and align business practices of the business resource center in order to become a predictable and reliable business partner for all customers.
Additionally, there are corrections in fund number for the regional animal services fund and the animal bequest fund in the tables in this ordinance.

      SECTION 1.  Ordinance 12076, Section 9, as amended, and K.C.C. 4.08.015 are each hereby amended to read as follows:

      NEW SECTION.  SECTION 3.  There is hereby added to K.C.C. chapter 4.08 anew section to read as follows:
      There is hereby created the business resource center fund, classified as an internal service fund for the purpose of accounting for financial resources for the full costing of operating, the fund shall be a first tier fund as described in this chapter.  The manager of the business resource center shall be the manager of the fund.  All earnings from interest and investments shall be deposited and credited to the fund.  For the purpose of this
section, "full costing" means all costs associated with operation, maintenance, rental, repair, replacement, central service cost and department overhead allocation.
