Title
AN ORDINANCE establishing an accessible taxi advisory committee.

PREAMBLE:
1.  On August 29, 2005, the metropolitan King County council adopted an ordinance establishing licensing and standards of operations for the wheelchair accessible taxicab pilot demonstration project.
2.  The council also adopted a motion approving a project report for the accessible taxicab demonstration project.
3.  During the council's consideration of the wheelchair accessible taxicab demonstration project, the labor, operations and technology committee received input from the public, including a request for careful evaluation of the demonstration project
4.  The council now desires to establish a panel in the form of a citizen's advisory committee with the goal of careful monitoring and candid feedback regarding the operation and evaluation of the wheelchair accessible taxicab demonstration project.
5.  It is the intent of the council for this group to be convened for a limited time related to the duration of the demonstration project in order to consider this specific topic.
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  Establishment.  The King County accessible taxi advisory committee is hereby established.
      SECTION 2.  Membership - appointments, requirements and restrictions.
      A.  The committee shall consist of nine members recruited in consultation with the council and appointed by the executive subject to confirmation by the council.
      B.  Membership of this committee should reflect the diversity and geographic distribution of county residents.
      C.  As many as two of committee members may be caregivers or advocates for potential users of this service with the balance of the membership consisting of people who use wheelchairs or other mobility aids and are potential accessible taxi users.
      D.  Seven of the members shall be appointed before start-up of the accessible taxi service and the remaining two membership positions shall be filled after start-up by accessible taxi users having experience with the service.
      E.  All nominees should have:
        1.  Substantial and broad knowledge of wheelchair accessible transportation services and the needs associated with such service; and
        2.  A willingness to commit the time necessary to attend advisory committee meetings and activities.
      F.  Terms of committee membership shall be for the duration of the demonstration project.
      SECTION 3.  Mission and goals.  The mission of the advisory committee is to help ensure that the demonstration project is implemented in a way that is likely to accurately gauge the demand for, and viability of, accessible taxi service in the Seattle/King County market.  The goals of the committee shall be to monitor the preparation for, and implementation of, the demonstration project to the extent necessary to be able to advise the executive agencies charged with conducting the project and to make long-term recommendations for accessible taxi service.
      SECTION 4.  Responsibilities.  To accomplish its missions and goals, the advisory committee shall complete the following tasks:
      A.  Monitor the demonstration project throughout its duration to determine if improvements or adjustments should be made to ensure the successful operation and management of the project and to ensure that problem areas are identified and discussed;
      B.  Review the established performance measures for the demonstration project and suggest ways to improve or expand the measures in a way that would benefit the overall evaluation of the project; and
      C. Submit to the executive and council a report which includes an evaluation of the demonstration project and recommendations on future accessible taxi service. The report should be filed with the clerk for distribution to council members within 60 days of the completion of the demonstration project
      SECTION 5.  Expiration.  The committee expires following submittal of its final report and recommendations.
