Title
AN ORDINANCE proposing an amendment to Section 510 of the King County Charter, to clarify that the county's merit-based employment system does not preclude the county from contracting with other public entities where it is determined that such contracts would be in the best interests of the county; and submitting the same to the voters of the county for their ratification or rejection at the November 2008 general election.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. There shall be submitted to the voters of King County for their approval and ratification or rejection, at the next general election to be held in this county occurring more than forty-five days after the enactment of this ordinance, an amendment to Section 510 of the King County Charter as set forth herein:
Section 510. Purpose. The county shall establish and maintain an effective personnel system for the county ((which)) that will ((assure)) ensure: recruitment, selection and retention of county employees on the basis of merit; the development of a county career service; promotion on the basis of demonstrated ability; and compensation and personnel practices ((which)) that will keep the county system competitive. Nothing in this section is intended to preclude the county from contracting with other public entities where it is determined that such contracts would be in the best interests of the county.
SECTION 2. The clerk of the council shall certify the proposition to the manager of the elections division, in substantially the following form, with such additions, deletions or modifications as may be required by the prosecuting attorney:
