AN ORDINANCE relating to comprehensive planning; adopting the 2011 King County real property asset management plan; and amending Ordinance 10810, Section 1, as amended, and K.C.C. 20.12.100.

BE IT ORDAINED BY THE COUNTY OF KING COUNTY:
SECTION 1. Findings:
A. King County code requires county council approval of a county space plan every other year.
B. Transmittal of the 2010 Space Plan to the county council by the executive was delayed due to the response to the potential for flooding in the Green River watershed, including related real property transactions and departmental relocations.
C. The continued downsizing of the King County workforce and changed patterns of space use have resulted in significant vacant and underutilized space in county facilities. Adoption of the 2011 real property asset management plan will guide the how the vacant and underutilized space will be addressed.
D. Consistently improving the performance of King County's real property assets calls for comprehensive real property management planning. The 2011 real property asset management plan incorporates current and future space needs and implementation plans. The real property asset management plan assimilates the informational requirements provided in previous iterations of the space plan.
SECTION 2. Ordinance 10810, Section 1, as amended, and K.C.C. 20.12.100 are each hereby amended to read as follows:
The ((2005 county space plan dated July 13, 2005)) 2011 real property asset management plan, formerly called the county space plan, dated May 16, 2011, and consisting of real property asset management policies, practices and strategies, including planning policies, locations of county agencies and implementation plans ((and incorporating the King County Department of Executive Services Space Plan 2004 transmitted by the executive on July 23, 2004)), 2011 work space survey results, short term space planning and moves and reference legal authorities and King County space standards, is adopted as a subelement of the public facilities element of the comprehensive plan and the master plan for county facility development as defined in K.C.C. 4.04.020. The ((county space plan dated July 13, 2005)) real property asset management plan dated May 16, 2011 shall govern development of all facility master plans, facility program plans and CIP and lease requests for space housing county agency operations.
The executive shall update the current and future space needs and implementation plans of the ((county space)) real property asset management plan and submit them to the council as amendments to the ((county space plan)) real property asset management plan by March 1 of every other year, beginning on March 1, 2006. ((In accordance with Motion 11118, any future space plan documentation should use as a guideline the document "A Template for Space Planning: Recommendation from the King County Space & Facilities Peer Review Panel December 2000" ("peer review report"), which was adopted as Attachment C to Ordinance 14515. While the peer review report should guide the preparation of future space planning documentation, it report does not constitute mandatory requirements for space planning.))
