Title
AN ORDINANCE consolidating funds relating to housing and community development; amending Ordinance 17752, Section 12, and K.C.C. 4A.200.297, adding a new section to K.C.C. chapter 4A.200, codifying K.C.C. 4A.200.297 and repealing Ordinance 9368, Sections 1-2, as amended, and K.C.C. 4A.200.360.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Section 2 of this ordinance takes effect June 30, 2017.
SECTION 2. Ordinance 9368, Sections 1-2, as amended, and K.C.C. 4A.200.360 are each hereby repealed.
SECTION 3. K.C.C. 4A.200.297, as amended by this ordinance, is hereby recodified as a new section in K.C.C. chapter 4A.200.
SECTION 4. Ordinance 17752, Section 12, and K.C.C. 4A.200.297 are each hereby amended to read as follows:
A. There is hereby created the ((federal)) housing and community development fund.
B. The fund shall be a ((second)) first tier fund. It is a special revenue fund.
C. The director of the department of community and human services shall be the manager of the fund.
D.1. The fund shall be used to collect revenue from federal, state and other funding sources ((and)) to ((expend direct costs and related administration)) support housing and community development projects.
2. Moneys in the fund shall be expended consistent with applicable funding
sources to support:
(a) ((non-county)) noncounty organization((s)) projects that acquire, renovate or construct housing for very low to moderate-income individuals and families, including homeless households and households with special housing needs ((by securing));
(b) operating costs for housing projects identified in subsection D.2.a. of this section, rental assistance and services for low-income individuals and families, including homeless households and households with special housing needs;
(c) noncounty organization projects related to community development activities; and
(d) county costs to administer this fund.
3. When moneys in the fund are used to support housing projects identified in subsection D.2.a. of this section, the noncounty organization shall grant King County a property interest in the housing project, in a form acceptable to the county. ((The fund may also support housing operating costs, rental assistance and services for low-income
individuals and families, including homeless households and households with special housing needs.))
