Title
A MOTION authorizing the director of the office of law enforcement oversight to enter into a contract for public engagement and participation services with PRR, Inc.
Body
WHEREAS, the council was mandated under Section 265 of the King County Charter to establish by ordinance the office of law enforcement oversight as part of the legislative branch, and
WHEREAS, in October 2006, the executive signed Ordinance 15611, which codified the office of law enforcement oversight under K.C.C. chapter 2.75, and
WHEREAS, in order to instill confidence and public trust in the fairness and integrity of the police accountability system, the sheriff's office and its employees, the office of law enforcement oversight has the authority to conduct community outreach and engagement activities, and
WHEREAS, the office of law enforcement oversight is undertaking a strategic communications and public affairs planning and implementation effort, known as the integrated public affairs program, that will invite the community to help create the office of law enforcement oversight's public affairs, community engagement and public participation program, and
WHEREAS, the integrated public affairs program will support and promote the office of law enforcement oversight's strategic goals, mission and vision, as well as influence the functions of the office of law enforcement oversight under K.C.C. 2.75.040, and
WHEREAS, the office of law enforcement oversight engaged in a competitive request for proposals procurement process under RFP number 1137-20-VLN for consultant services related to public engagement and participation to support the program, and
WHEREAS, PRR, Inc., was selected as the most responsive and responsible proposer, based on the selection criteria, and
WHEREAS, the office of law enforcement oversight desires to enter into a contract for public engagement and participation services with PRR, Inc., in the amount of $140,000, and
WHEREAS, under OR 1-020.C, in the council's organization motion compilation, the council must approve execution of any consultant contract with the legislative branch that is in excess of $50,000 in value;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The director of the office of law enforcement oversight is authorized to enter into the contract for public engagement and participation services with PRR, Inc.
