Title
A MOTION specifying criteria for King County representatives serving on the governing committee and implementation board for the regional homelessness authority to ensure geographic representation.
Body
WHEREAS, the county currently funds programs to provide services to individuals and families experiencing homelessness, and
WHEREAS, King County and the city of Seattle signed a memorandum of understanding on May 3, 2018, proposing a partnership to more effectively and consistently coordinate their provision of those services, and
WHEREAS, King County and the city of Seattle have determined that a joint undertaking, to coordinate services within an equitable operational framework centering on people with lived experience, will enable and facilitate joint planning, program funding and the establishment of standards for and accountability of programs, thereby improving the delivery of homeless services and enhancing outcomes for those receiving such services, and
WHEREAS, under the Interlocal Cooperation Act, chapter 39.34 RCW, the county and other political subdivisions of the state of Washington are empowered to execute jointly any power or powers, privileges or authority exercised or capable of exercising to the extent that laws of the state or the United States permit the joint exercise or enjoyment, and
WHEREAS, on December 5, 2019, the regional policy committee recommended to the county council adoption of Proposed Ordinance 2019-0478, as amended. The proposed ordinance would authorize the executive to execute an interlocal agreement for the establishment of the King County Regional Homelessness Authority with the city of Seattle, and
WHEREAS, the council intends to take final action on Proposed Ordinance 2019-0478 on December 11, 2019, which would authorize the executive to enter into an interlocal agreement for the establishment of the King County Regional Homelessness Authority, and
WHEREAS, the interlocal agreement called for the creation of a Governing Committee to include two members of the King County council, and
WHEREAS, the interlocal agreement called for the creation of an Implementation Board with seats to be appointed by the King County executive and King County council;
WHEREAS, the council desires to ensure equitable geographic representation among council-designated seats on both the Governing Committee and Implementation Board of the King County Regional Homelessness Authority;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
A. Of the two King County council representatives on the Governing Committee of the King County Regional Homelessness Authority, one member will represent a district that is wholly outside of the Seattle city limits.
B. Of the two members of Implementation Board appointed by the King County council, one member will reside in and represent an area that is wholly outside of the Seattle city limits.
C. Of the two members of the Implementation Board appointed by the King County executive, the council requests that one member reside in and represent an area that is wholly outside of the Seattle city limits.
