Title
A MOTION supporting the joint executive and King County sheriff determination that the sheriff's office precincts 2 and 3 are surplus to the needs of the King County sheriff's office.
Body
WHEREAS, the county is the owner of the property and building located at 18118 73rd Avenue NE, Kenmore, known as the King County sheriff's office precinct 2, and
WHEREAS, the county is the owner of the property and building located at 22300 SE 231st Street, Maple Valley, known as the King County sheriff's office precinct 3, and
WHEREAS, the King County council adopted Ordinance 16027, approving the sheriff's office operational master plan, which sets policy direction for law enforcement service deliver in the face of reduced revenues and changing service areas, and
WHEREAS, in accordance with policy direction in the operational master plan, the King County council has approved via Ordinance 16977, and the King County sheriff has implemented, a new operating model that consolidates precinct functions, increases officer time in the field and reduces the need for precinct facilities in the east precinct, and
WHEREAS, a key component of full implementation of the sheriff's office's new operating model is the creation of an east precinct command center, and
WHEREAS, the King County executive has negotiated a lease on behalf of the King County sheriff for a portion of the city of Sammamish city hall to serve as the east precinct command center, and
WHEREAS, the car per officer program and advances in technology have made it possible for deputies to report directly to their services areas rather than mustering in precinct buildings before their shift and to perform much of their work in their cars, and
WHEREAS, the King County executive and the King County sheriff have negotiated agreements with east precinct contract jurisdictions for unincorporated area sheriff's deputies to use space in existing noncounty facilities to perform basic reporting functions, take breaks, and interact with other officers, and
WHEREAS, the combination of the new east precinct command center, agreements with local jurisdictions for joint space use, and the sheriff's office new operating model renders precincts 2 and 3 obsolete, and
WHEREAS, the King County executive has made the required determination pursuant to K.C.C. 4.56.070 that the subject properties are not suitable for affordable housing due to zoning and incompatibility with adjacent commercial neighborhoods;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
A. The council approves of the executive's plan to surplus precincts 2 and 3 as part of the ongoing implementation of the new operating model for the sheriff's office.
B. Subject to the outcome of the surplus process, the council is supportive of the
executive's intent to submit the proposed disposal of precincts 2 and 3 for approval by ordinance.
