Title
A MOTION establishing the King County Flood Control District's agreement to fully participate in the City of Bellevue's Grand Connection Crossing Tax Increment Financing Project until the earlier of December 31, 2052, or the date on which the City of Bellevue certifies to the County Treasurer that all public improvement costs to be paid or reimbursed with tax allocation revenues for the Grand Connection Crossing have been fully paid.
Body
WHEREAS, the King County Flood Control District is a regional leader and partner to cities throughout King County and serves as a model for regional partnership and shared investment for the greater community good, and
WHEREAS, King County, through the Growth Management Planning Council, has been involved in the implementation of Engrossed Second Substitute House Bill 1220, which established new requirements for housing in King County cities, and
WHEREAS, Bellevue, as the Puget Sound's second largest economic and employment hub adopted its 2024-2044 comprehensive plan in October 2024 and in doing so included ambitious plans for 35,000 additional housing units and 70,000 jobs, and
WHEREAS, King County has provided leadership regionally in the formation of multimodal transportation systems, including the 42-mile Eastrail corridor as well as in Sound Transit leadership and decision-making roles, and
WHEREAS, the Eastrail Wilburton Framework Plan, completed in September 2023 by King County and the City of Bellevue, shows the potential for the Eastrail as a central element contributing to a vibrant, active Wilburton, where trail and amenity development may occur within the Eastrail corridor and how development on adjacent properties may connect to or integrate with the Eastrail corridor, and
WHEREAS, the Grand Connection Crossing will connect downtown Bellevue to the Eastrail and to the new Wilburton neighborhood, where new local housing policies have incentivized a vast amount of affordable housing development, and
WHEREAS, the Grand Connection Crossing will help realize a regional vision of affordable, inclusive housing connected to trails, transit, and community;
NOW, THEREFORE, BE IT MOVED BY THE BOARD OF SUPERVISORS OF THE KING COUNTY FLOOD CONTROL ZONE DISTRICT:
The King County Flood Control District's approves its full participation in the city of Bellevue tax increment area, subject to the following conditions:
A. The city of Bellevue must, at least annually, reimburse King County Flood Control District for documented assessor and treasury costs attributed to this participation, if any; and
B. The city of Bellevue will provide King County Flood Control District with a list of planned public improvements, an annual report of public improvement expenses for the Grand Connection Crossing, and an annual report of the city of Bellevue's affordable housing accomplishments including but not limited to the number of new affordable housing units created, by Area Median Income category, by April 1 of each year throughout the duration of the city's tax increment area.
