body
      WHEREAS, the King County and the cities in King County have a long history of multi-jurisdictional transportation planning, and
      WHEREAS, in 1987 King County participated in a nine-party interlocal agreement with the cities of Bellevue, Bothell, Kirkland, Issaquah and Redmond, Metro, the Puget Sound Regional Council and the Washington state Department of Transportation to form the Eastside transportation program and provide contributions for the preparation of a comprehensive plan for transportation improvements and programs for the Eastside, and
      WHEREAS, upon completion of this work in 1991, King County undertook responsibilities for providing staffing support for the renamed Eastside Transportation Partnership, which continues through the present, and
      WHEREAS, the Eastside Transportation Partnership has been given responsibility for building consensus and providing input into the King County Metro Six Year Transit Development Plan, King County Metro transit service priorities, project submittals for federal funds and changes to the Sound Move Plan, and
      WHEREAS, the Eastside Transportation Partnership has been effective in providing productive forums for discussion, information sharing and consensus building, and
      WHEREAS, the existing agreement for the Eastside Transportation Partnership expired at the end of 2002, and
      WHEREAS, significant transportation needs continue to exist that can be addressed effectively by the Eastside Transportation Partnership, and
      WHEREAS, King County recognizes the importance of the Eastside Transportation Partnership and supports its continued functioning;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The King County council approves the agreement for the Eastside Transportation Partnership, as shown in the attachment to this motion, and:
      A.  Commits to continued staff support for its continuation through 2005;
      B.  Confirms its responsibilities for King County, including providing policy direction for the subarea on the following issues:
        1.  Development of the Six Year Transit Development Plan;
        2.  Implementation of transit service priorities; and
        3.  Recommendations for TEA-21 regional project identification and countywide project selection;
      C.  Acknowledges that Sound Transit considers the Eastside Transportation Partnership and other subarea transportation boards as information sharing forums for Sound Transit, and specifically requires consideration of subarea board approval of changes to the Sound Move Plan as one of six criteria in making a determination about changes;
      D.  Acknowledges that other transportation agencies may use these boards as tools for sharing information and gathering input;
      E.  Allows for the addition of new members and consideration of additional transportation issues as determined by the Eastside Transportation Partnership; and

      F.  Authorizes the executive to enter into an agreement to further the purposes of the board
