Title
AN ORDINANCE related to permit review performance reporting; amending Ordinance 19872, Section 21, and K.C.C. 20.20.130 and repealing Ordinance 19872, Section 26, and K.C.C. 20.20.135.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Ordinance 19872, Section 21, and K.C.C. 20.20.130 are hereby amended to read as follows:
((Reporting on permit review timelines shall be submitted annually to the council, in accordance with K.C.C. 20.20.135.))
A. Beginning on June 30, 2027, and by June 30 of every year thereafter, the executive shall transmit a permit review timeline performance report in the form of an electronic copy with the clerk of the council who shall retain an electronic copy and provide an electronic copy to all councilmembers, the council chief of staff, and the lead staff for the local services and land use committee or its successor.
B. The report shall include the following:
1. The annual permit performance report form or successor report required by and submitted to the Washington state Department of Commerce for the prior calendar year, in accordance with RCW 36.70B.080;
2. The department of local services, permitting division's, timeline performance results for the prior calendar year for all permit types that are subject to review timelines required by RCW 36.70B.080 and not included in subsection B.1.;
3. The department of local services, permitting division's, timeline performance results for building permits that are subject to review timelines required by K.C.C. 20.20.100 but are not subject to the timeline requirements of RCW 36.70B.080;
4. A description of changes in the department of local services, permitting division's permit volume and adjustments to operations and staffing; and
5. A description of challenges and opportunities that could affect the department of local services, permitting division's, ability to meet permit review time limits.
SECTION 2. Ordinance 19872, Section 26, and K.C.C. 20.20.135 are hereby repealed.
SECTION 3. Severability. If any provision of this ordinance or its application to
any person or circumstance is held invalid, the remainder of the ordinance or the application of the provision to other persons or circumstances is not affected.
