AN ORDINANCE dissolving the King County transportation benefit district created under Ordinance 16742; and repealing Ordinance 16742, Section 3, and K.C.C. 2.121.010, Ordinance 16742, Section 6, and K.C.C. 2.121.020, Ordinance 16742, Section 5, and K.C.C. 2.121.030 and Ordinance 16742, Section 4, and K.C.C. 2.121.040; and declaring an emergency.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. King County created a transportation benefit district with geographical boundaries comprised of the unincorporated limits of the County through adoption of Ordinance 16742 in 2010. The district has never imposed a vehicle fee or submitted revenue measures to the voters.
B. King County is creating a new transportation benefit district to be known as the King County transportation district with geographical boundaries comprised of the limits of the county that will replace the existing transportation benefit district.
C. It is in the public interest to dissolve the unincorporated area district in connection with formation of the countywide district.
D. To ensure that the dissolution of the district is effective before the establishment of a countywide district, it is necessary to enact this ordinance as an emergency ordinance.
SECTION 2. The King County transportation benefit district created under Ordinance 16742 is hereby dissolved.
SECTION 3. The following are each hereby repealed:
A. Ordinance 16742, Section 3, and K.C.C. 2.121.010;
B. Ordinance 16742, Section 6, and K.C.C. 2.121.020;
C. Ordinance 16742, Section 5, and K.C.C. 2.121.030; and
D. Ordinance 16742, Section 4, and K.C.C. 2.121.040.
SECTION 4. The county council finds as a fact and declares that an emergency exists and that this ordinance is necessary for the immediate preservation of public peace,
health or safety or for the support of county government and its existing public institutions.
