AN ORDINANCE approving the Snoqualmie Pass Utility District Comprehensive Water System Plan Update.

PREAMBLE:
K.C.C. chapter 13.24 requires approval of comprehensive plans for water utilities as a prerequisite for granting right-of-way franchises and approval of right-of-way construction permits.
The Snoqualmie pass utility district currently provides water service to approximately two hundred homes and over eighty-two thousand skiers visiting the Snoqualmie pass area each year. The district serves both King county and Kittitas County, with approximately one thousand five hundred acres of its service area in King County.
The district obtains its water from three wells; no water treatment occurs. The water demand currently averages fifty-five thousand gallons per day. The demand is projected to increase to over two hundred ten thousand gallons per day in twenty years. To meet the projected demand, the district will need to consolidate existing water rights and complete certain capital projects. Until the water rights issue is resolved, the district is limiting the number of new connections to its water system.
The plan contains a twenty-year capital improvement program valued at over five million dollars. It includes the costs of water main replacement, and well and reservoir improvements.
The King county utilities technical review committee reviewed and conditionally approved the plan on September 11, 2002. The conditions of approval have been met in the plan copies attached to this ordinance. The utilities technical review committee recommends that the council approve the plan.
A determination of nonsignificance for the plan was issued by the district December 14, 2001, in accordance with the state Environmental Policy Act. The district approved the plan on December 12, 2001. The Washington state department of health has approved the plan.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. The Snoqualmie Pass Utility District Comprehensive Water System Plan Update, Attachment A to this ordinance, is hereby approved without conditions.
