Title
A MOTION authorizing a thirty day extension of the emergency solid waste handling services contracts for hauling and disposing of residential flood-related debris resulting from the January 2009 flood event.
Body
WHEREAS, King County experienced unusually destructive rain, flooding and other secondary hazards beginning in early January 2009, which caused significant damage to homes and other property ("January 2009 flood event"), and
WHEREAS, the King County executive, on January 8, 2009, declared a flood emergency for King County, and
WHEREAS, disposal of solid waste material or recyclable clean wood waste resulting from the January 2009 flood event at normal disposal fees would cause financial hardship for many property owners and could delay the cleanup of debris, and
WHEREAS, all of King County will benefit from the prompt cleanup of debris caused by the flood, and
WHEREAS, in light of the exigencies of the emergency situation created by the January 2009 flood event, the executive, on January 8, 2009, authorized a temporary waiver of contracting requirements, and
WHEREAS, on January 15, 2009, the King County solid waste division of the department of natural resources and paks executed short-term emergency solid waste handling and recycling contracts with service providers for the purpose of expediting the collection, disposal and/or recycling of residential flood debris and clean wood waste from flood impacted areas of incorporated and unincorporated King County, and
WHEREAS, the King County solid waste division estimates that collection, recycling and/or disposal of the existing residential flood debris may extend beyond the current January 24, 2009, expiration date of the emergency solid waste handling contracts, and
WHEREAS, pursuant to K.C.C. 4.16.050(B), the authority to extend the term of the emergency solid waste handling and recycling contracts must be provided by motion of the King County council, and
WHEREAS, the King County solid waste division believes it is in the best interest of King County to authorize the solid waste division to extend the term of the existing emergency solid waste handling contracts for a period not to exceed thirty days;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The King County council hereby authorizes the King County solid waste division of the department of natural resources and parks to extend the term of the existing
emergency solid waste handling and recycling residential flood debris contracts for a period not to exceed thirty days from the date of execution, January 15, 2009.
