Title
A MOTION relating to public transportation; requiring a report on the potential for senior citizens and persons with disabilities to apply for regional reduced fare permits.
Body
      WHEREAS, the regional reduced fare permit allows senior citizens and persons with disabilities to pay a discounted fare on the fixed route transit services provided by thirteen western Washington transit agencies, including Clallam Transit, Community Transit, Everett Transit, Intercity Transit, Jefferson Transit, King County Ferry District, King County Metro Transit, Kitsap Transit, Mason Transit, Pierce Transit, Skagit Transit, Sound Transit and Washington State Ferries, and
      WHEREAS, in King County senior citizens may apply for a permanent regional reduced fare permit at the King County Metro Transit customer service offices at King Street Center, at the ORCA To Go traveling van or by mail, presenting evidence with the application of age eligibility, and
      WHEREAS, in King County, persons with disabilities may apply for a regional reduced fare permit at the King County Metro Transit customer service offices at King Street Center or at the ORCA To Go traveling van, and to receive the permit must also present evidence of temporary or permanent disability and be photographed, and
      WHEREAS, the county has contracted with a range of human service agencies to accept applications for the ORCA LIFT card, available to adults in families with incomes below two hundred percent of the federal poverty level, and
      WHEREAS, these offices are located in all parts of the county;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      A.  A report outlining the potential for senior citizens and persons with disabilities to apply for regional reduced fare permits at offices accepting ORCA LIFT applications shall be transmitted by the executive by July 1, 2015.  The report shall address the opportunities, implementation costs, and estimated additional participation in the regional reduced fare program resulting from the increased number of offices accepting applications.  The report shall separately address the process for accepting applications for both the regional reduced fare permit for senior citizens and the regional reduced fare permit for persons with disabilities.
      B.  The executive shall transmit this report to the clerk of the council, who shall retain the original and provide an electronic copy to all councilmembers, the chief of
staff, the policy staff director and lead staff for the committee of the whole and the transportation, economy and environment committee, or its successor.
