      WHEREAS, in 1995, the King County International Airport (KCIA) initiated development of a master plan for the airport with the goal of providing flexible planning guidelines, consistent with Federal Aviation Administration (FAA) guidance, for future airport development which will satisfy aviation safety and demand in a financially feasible manner, while at the same time addressing related aviation and environmental issues, and
      WHEREAS, in October 1998, the county council adopted Motion 98-260 adding the environmental assessment/environmental impact statement ("EA/EIS") to the master plan scope of work and requesting a delay in the process until substantial completion of a Part 150 Noise and land use compatibility study, and
      WHEREAS, during 2000 and 2001, the FAA further delayed the master plan development to evaluate conditions associated with the runway safety area, including compliance alternatives, and
      WHEREAS, on July 25, 2001, the FAA accepted the draft master plan and the runway safety area solution, the airport initiated the EA/EIS process, and
      WHEREAS, on October 15, 2002, the county council adopted the Part 150 Noise Study recommendations with a proviso for further study of several concerns.  During February 2003, the county council reviewed the issues that had been the subject of further study and determined that no further action was necessary, and
      WHEREAS, on December 12, 2003, the FAA accepted the new terminal area forecast and the airport prepared a comprehensive update of the EA/EIS based on the new long range aviation activity forecast, and
      WHEREAS, the draft airport master plan proposes to continue to support a large variety of aircraft and diverse tenant base, including the Boeing Company, as well as bring the runway safety area into compliance with safety regulations, and
      WHEREAS, the EA/EIS found no adverse environmental impacts and the United States Fish and Wildlife Service concurred with the determinations, the airport published the draft master plan and EA/EIS for a forty-five-day public review period in accordance with the state Environmental Policy Act (WAC 197-11-455) and a public hearing was held on April 5, 2004, and
      WHEREAS, on June 14, 2004, the FAA published the finding of no significant impact/record of decision, finding that the proposed federal action is consistent with existing national environmental policies and objectives, as set forth in section 101(a) of the National Environmental Policy Act of 1969 ("NEPA"), and that such development will not significantly affect the quality of the human environment, and
      WHEREAS, the KCIA acting in its capacity as the state Environmental Policy Act ("SEPA") lead agency issued the final NEPA Environmental Assessment/SEPA Environmental Impact Statement for proposed master plan improvements on June 14, 2004, upon determining that the environmental document reasonably evaluates associated impacts, mitigation measures and alternatives, and
      WHEREAS, the county executive's recommendations are in compliance with county council direction to develop an updated master plan and NEPA Environmental Assessment/SEPA Environmental Impact Statement;
      NOW, THEREFORE, BE IT MOVED, by the Council of King County,
      1.  The King County International Airport Master Plan is hereby adopted.  The
airport may develop, accept and allocate federal grants for program and project implementation consistent with the master plan.
      2.  This King County International Airport Master Plan is dedicated to the generous service and memory of Mr. Daniel B. Hartley, a flight test engineer who worked for The Boeing Company and served as an original member of the Airport Roundtable.  Mr. Hartley served on the Roundtable for seven years until his passing on March 17, 2004.  Mr. Hartley's life was dedicated to the service of his country, his
community, his fellow employees and his employer.  He gave freely of his time and considerable intellect with integrity in the service of aviation and his faith.
