A MOTION establishing Governance for the Twenty-First Century — 2010 Priorities for King County Government.

WHEREAS, King County government, after the recently approved annexations, is the local government to approximately two hundred seventy-one thousand residents of the unincorporated areas of the county, which is a population equivalent to the second largest city in King County, and
WHEREAS, King County government, as the local government, is the direct provider of government services such as law enforcement, zoning, permitting and road services for residents of the unincorporated areas, and
WHEREAS, King County government provides critical countywide health and safety services and regional municipal services, including mental health and chemical dependency services, public health services, property assessment, elections, judicial services, public transit, wastewater treatment and regional aviation facilities, and
WHEREAS, King County government partners with other jurisdictions to meet local and regional needs for such services as roads maintenance, local law enforcement, animal control and public transportation, and
WHEREAS, after the recently approved annexations, the residential population size of unincorporated King County is not likely to change substantially in the next few years, while economic trends, partnership conditions and the service delivery environment are likely to fluctuate, and
WHEREAS, King County is facing a structural gap between revenue and normal growth in the cost of service delivery resulting in a projected shortfall of more than $60 million for 2011, and
WHEREAS, people's modes of communication and interactions with information, services and each other are changing, requiring government as a service provider to be flexible in responding to the needs of its citizenry and able to adapt to new and emerging conditions and technologies, and
WHEREAS, the King County council is committed to working cooperatively with employees, other governments and private organizations to achieve its goals and service delivery objectives, and
WHEREAS, the King County council is committed to the transparent and accountable delivery of government services, as demonstrated through the adoption of Ordinance 16202, the performance and accountability act, and
WHEREAS, the King County executive transmitted a draft Countywide Strategic Plan and transmittal letter dated January 14, 2010, presenting a foundation for future strategic plan completion, and expressing a desire to work with the council before submittal of a final Countywide Strategic Plan on May 1, 2010, and
WHEREAS, the King County council desires to provide preliminary collaborative feedback regarding the draft Countywide Strategic Plan and identify key deliverable strategies as priorities for 2010;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The King County council hereby adopts Attachment A to this motion, 21st Century Governance, King County - 2010 Priorities.
