Title
A MOTION authorizing the council chair to sign a contract to conduct a classification and compensation study for the legislative branch.
Body
      WHEREAS, earlier this year the council's employment committee directed staff to develop a plan for conducting a classification and compensation study for the legislative branch, and
      WHEREAS, the study would cover all legislative branch employees with the exception of personal staff and represented staff, and
      WHEREAS, the purpose of the study is to ensure that legislative branch salaries are competitive in the marketplace and equitable within the legislative branch, with the ultimate goal of ensuring the council can attract and retain qualified employees, and
      WHEREAS, the executive recently concluded a multiyear effort in the executive branch to achieve consistency between county and former Metro classifications and salaries and such a study has not been conducted for the legislative branch in many years, and
      WHEREAS, a competitive salary structure ensures that the council can attract and retain candidates with the level of skills and abilities required to support the council's policy decision-making, procedural and administrative functions, and
      WHEREAS, a competitive procurement process has been conducted, resulting in proposals from eight qualified consulting firms, and
      WHEREAS, a staff group evaluated the proposals, interviewed four firms, and selected Jacobsen, Betts and Company as the preferred consultant, and
      WHEREAS, it is estimated the contract for the classification and compensation study will not exceed fifty thousand dollars, and
      WHEREAS, Motion 10651, Section III, as amended, and OR 1-020 requires the council to authorize the council chair to sign contracts in excess of twenty-five thousand dollars;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The council hereby authorizes the chair of the council to sign a contract not to
 
exceed fifty thousand with Jacobsen, Betts and Company for the purpose of conducting a classification and compensation study for the legislative branch.
