AN ORDINANCE authorizing the King County executive to execute an amended and restated interlocal cooperation agreement with the cities of Beaux Arts Village, Bellevue, Bothell, Clyde Hill, Hunts Point, Issaquah, Kenmore, Kirkland, Medina, Mercer Island, Newcastle, Redmond, Sammamish, Woodinville and Yarrow Point for ARCH, A Regional Coalition for Housing.

STATEMENT OF FACTS:
1.  In 1993, A Regional Coalition for Housing ("ARCH") was created and has grown from an original membership of three jurisdictions and King County to a current membership of fifteen jurisdictions and King County.  The mission of ARCH is to promote the creation of affordable housing in East King County, to recommend allocations of city funds for affordable housing and to assist members with developing and implementing local housing plans and programs.
2.  The primary goal of ARCH is to ensure the availability of housing that meets the needs of all income levels on the eastside and that provides a sound base of publicly funded housing programs and projects on the eastside to complement the efforts of existing organizations to address local housing needs.
3.  An executive board comprised of member jurisdiction chief executive officers is the governing body of ARCH, and the board is assisted by an administrative staff and a citizen advisory board.
4.  In order to more effectively and efficiently address current needs and conditions, the amended and restated interlocal cooperation agreement, approved by this ordinance:  establishes an expanded role for the ARCH administering agency; defines the process for appointing the administering agency; authorizes the establishment of a trust fund account by the administering agency; specifies funding responsibilities and options of the parties; and creates a process for administering contracts for individual housing projects that are awarded ARCH Housing Trust Funds.
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  The council finds that amendment of the ARCH interlocal cooperation agreement as set forth in Attachment A to this ordinance will facilitate efforts to more efficiently and expeditiously address affordable housing needs in East King County through cooperative action by the parties.
      SECTION 2.  The King County executive is hereby authorized to execute the
Amended and Restated Interlocal Cooperation Agreement for ARCH A Regional Coalition for Housing substantially in the form of Attachment A to this ordinance.
