Title
AN ORDINANCE establishing housing engagement policies and annual reporting regarding housing-related investments; and adding a new chapter to K.C.C. Title 24.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. The 2019-2020 Biennial Budget Ordinance, Ordinance 18835, Section 101, Expenditure Restriction ER9, specifies that estimated revenues of $4,750,000 from the statutorily required distribution by the Washington State Convention Center Public Facilities District of those tax revenues it collects under RCW 36.100.040 shall be expended or encumbered solely to implement the council-approved investment plan and council-approved housing engagement plan described in Ordinance 18835, Section 101, Proviso P4.
B. Ordinance 18835, Section 101, Proviso P4, restricts the expenditure of $4,750,000 of the statutorily required distribution by the Washington State Convention Center Public Facilities District until the council approves by motions an executive investment plan and a housing engagement plan that outlines how the council will be engaged in, consulted about and notified of policy and funding decisions related to affordable housing and homelessness services.
C. Ordinance 18835, Section 101, Proviso P4, directs that the executive's housing engagement plan shall include a proposal to engage the council in planning for upcoming policy and funding decisions related to housing and homeless services, and proposed changes to K.C.C. Title 24 to outline a process by which the council will be formally engaged in planning, distribution, and administration of funds.
D. The housing engagement plan transmitted by the executive, which is 2019 RPT-0031, and accepted by Motion 15445 states that the executive shall transmit a proposed ordinance making code changes that reflect the principles of the housing engagement plan.
E. It is the policy of the department of community and human services to post information about all forthcoming procurement processes, including housing-related procurement processes, on its website.
SECTION 2. Section 3 of this ordinance should constitute a new chapter in K.C.C. Title 24.
NEW SECTION. SECTION 3.
A. During each of the following stages, the executive shall coordinate with the council regarding the department of community and human services's housing-related procurement processes:
1. Priority-setting;
2. Public stakeholder and community meetings;
3. Review of draft competitive housing procurement documents;
4. Review and selection of applications by the department; and
5. Award-decision notifications.
B.1. The department of community and human services shall report to the council annually, either by memorandum or through system performance dashboards, regarding the housing-related moneys awarded by the department during the prior calendar year.
2. The memorandum or dashboards shall include information on each funded project including:
a. location;
b. number of dwelling units or estimated number of individuals served;
c. amount awarded by the county;
d. estimated total development cost for each project or annual award for each contract; and
e. eligible income levels for residents.
3. The memorandum or dashboards shall also include updates on previously
awarded projects under development, until the projects have been certified for occupancy.
