Title
AN ORDINANCE requiring that at least one citizen representative on the solid waste advisory committee live within a mile of the Cedar Hills regional landfill; and amending Ordinance 6862, Section 2, as amended, and K.C.C. 10.28.020.

STATEMENT OF FACTS:
1. Established under R.C.W. 70.95.165 and K.C.C. chapter 10.28, the purpose of the King County solid waste advisory committee is to advise King County on all aspects of solid waste management planning, to assist in the development of programs and policies concerning solid waste management and to review and comment on proposed solid waste management rules, policies or ordinances before their adoption.
2. K.C.C. chapter 10.28 requires that the committee be composed of at least nine and not more than twenty members representing a balance of interests, including: citizens, public interest groups, business, the waste management industry, local elected public officials, the recycling industry, manufacturers located in King County, marketing and education interests and representatives from each of the two bargaining units representing the greatest number of solid waste division employees. Committee members are appointed by the county executive for three-year terms subject to confirmation by county council motion.
3. The Cedar Hills regional landfill located in unincorporated Maple Valley has served as the final disposal destination for the region's waste since 1965. According to the solid waste division, 931,177 tons of garbage were disposed at the landfill in 2017.
4. Residents of the Cedar Hills area have a common interest in solid waste issues that should be represented on the committee.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Ordinance 6862, Section 2, as amended, and K.C.C. 10.28.020 are hereby amended to read as follows:
The King County solid waste advisory committee shall be composed of at least nine and not more than twenty members representing a balance of interests among the groups listed in K.C.C.10.28.010. The members shall include one representative from each of the two bargaining units representing the greatest number of solid waste division employees. Representatives of the bargaining units may be county employees. Membership of the solid waste advisory committee shall include at least one citizen
representative who resides within a mile of the property boundaries of the Cedar Hills regional landfill.
