Title
A RESOLUTION relating to the operations and finances of the King County Flood Control Zone District; adopting a revised 2012 budget, capital budget, operating budget, and six year capital improvement program for 2012 - 2017; and amending resolution FCD2011-06.3.
Body
WHEREAS, the District adopted the 2012 work program, budget, operating budget for King County, capital budget, six-year capital improvement program, oversight budget, sub-regional opportunity fund allocations, and management budget in resolution FCD2011-06.3; and
      WHEREAS, section 7 of resolution FCD2011-06.3 was amended by resolution FCD2011-18 which adopted revised 2012 sub-regional opportunity fund allocations; and
      WHEREAS, the annual carry-forward budget resolution is necessary to provide budget authority for unspent appropriations from the prior year and to reinstate contract encumbrances; and
WHEREAS, the carry-forward budget includes capital carry-forward from 2011 to 2012 of $45,997,847; and
WHEREAS, the State of Washington awarded the District $7,000,000 for the Briscoe-Desimone Levee Setbacks; and
WHEREAS, pursuant to RCW 86.15.110, the Board has determined that the flood control improvements adopted by this resolution generally contribute to the objectives of the District's comprehensive plan of development; and
WHEREAS, pursuant to RCW 86.15.140, the District held a public hearing on the budget items proposed in this resolution on _______; now, therefore
      BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE KING COUNTY FLOOD CONTROL ZONE DISTRICT:
      SECTION 1.      The Board of Supervisors amends Attachment B as adopted by section 2 of resolution FCD2011-06.3, by replacing it with the “2012 Budget Revised” set forth in Attachment A to this resolution.
      SECTION 2.      The Board amends Attachment C as adopted by section 3 of resolution FCD2011-06.3, by replacing it with the “2012 Operating Budget Revised” set forth in Attachment B to this resolution.
      SECTION 3.  The Board amends Attachment D as adopted by section 4 of resolution FCD2011-06.3, by replacing it with the “2012 Capital Budget Revised” set forth in Attachment C to this resolution.
      SECTION 4.      The Board amends Attachment E as adopted by section 5 of resolution FCD2011-06.3, by replacing it with the “Revised Six-Year CIP 2012-2017” set forth in Attachment D to this resolution.
      SECTION 5.  On behalf of the District, the King County executive, or his designee, is authorized to establish by agreement with the cities of Auburn, Kent and Tukwila a sandbag removal program with the following terms: (1) the total amount of the actual sandbag removal costs shall not exceed $5,889,882; (2) 75% of each city's actual sandbag removal costs shall be paid by the District with District funds allocated to the Green River basin; (3) 25% of each city's actual sandbag removal costs shall be paid by city funds or by loans from District opportunity funds, with interest at 1% per year on the unpaid balance; and (4) District projects within each city in the Green River basin shall be deferred beyond 2017. The maximum city actual sandbag removal costs, and the maximum city loans from District opportunity funds, shall not exceed the following amounts:  City of Auburn, $2,140,694 with $535,174 from the opportunity fund; City of Kent $1,600,986 with $400,247 from the opportunity fund; and City of Tukwila, $2,148,202 with $537,050 from the opportunity fund.
      SECTION 6.  On behalf of the District, the King County executive, or his designee, is authorized to establish a watershed management program pursuant to RCW 86.15.035, consistent with FCD Resolution 2012-    , to provide grants for salmon
recovery activities and projects in Water Resource Inventory Areas 8 and 9 and the Snoqualmie Watershed.
