A MOTION acknowledging receipt of the second of two reports on the strategic planning process for the future of secure juvenile detention in King County, in accordance with Ordinance 19546, Section 106, Proviso P1.

Body

                     WHEREAS, on July 21, 2020, the executive committed to converting youth detention units at the Judge Patricia H. Clark Children and Family Justice Center to other uses no later than 2025, and

                     WHEREAS, the 2021-2022 Biennial Budget Ordinance, Ordinance 19210, Section 50, Proviso P3, as amended by Ordinance 19307, Section 31, Proviso P3, required the executive to transmit two reports showing the plan for achieving zero youth detention and for instituting a strategic planning process for the future of secure juvenile detention at the children and family justice center, and a motion approving each report, and

                     WHEREAS, on September 30, 2021, in accordance with Ordinance 19307, the executive transmitted to the council the first report of two reports showing the plan for achieving zero youth detention and for instituting a strategic planning process for the future of secure juvenile detention at the children and family justice center, and

                     WHEREAS, on November 16, 2021, the council passed a motion approving the first report, and

                     WHEREAS, on June 30, 2022, in accordance with Ordinance 19307, the executive transmitted to the council the second of two reports showing the plan for achieving zero youth detention and for instituting a strategic planning process for the future of secure juvenile detention at the children and family justice center, and

                     WHEREAS, on September 27, 2022, the council passed a motion approving the second report, and

                     WHEREAS, the 2023-2024 Biennial Budget Ordinance, Ordinance 19546, Section 106, Proviso P1, requires the executive to transmit two progress reports on the strategic planning process for the future of secure juvenile detention at the children and family justice center, and

                     WHEREAS, on August 4, 2023, in accordance with Ordinance 19546, the executive transmitted to the council the first of two reports on strategic planning process for the future of secure juvenile detention at the children and family justice center, and

                     WHEREAS, on October 17, 2023, the council passed a motion approving the first report, and

                     WHEREAS, the second of those two reports, entitled Care and Closure:  Final Strategic Planning Report on the Future of Secure Juvenile Detention, is submitted by the executive;

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

                     The council acknowledges receipt of the second of two progress reports on the strategic planning project for the future of secure juvenile detention at the Judge Patricia H. Clark Children and Family Justice Center, entitled Care and Closure:  Final Strategic Planning Report on the Future of Secure Juvenile Detention, Attachment A to this motion, in accordance with Ordinance 19546, Section 106, Proviso P1.
