Title
AN ORDINANCE appointing a committee to write the voters pamphlet statement relating to Ordinance 14995 for the November 2, 2004, special election; and declaring an emergency.
Body
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  A.  K.C.C. chapter 1.10 provides for the publication and distribution of local voters pamphlets in conformity with the provisions of chapter 21A.32 RCW for annual general elections held in King County.
      B.  RCW 29A.32.280 provides that for each measure from a jurisdiction that is included in a local voters pamphlet, the legislative authority of that jurisdiction shall formally appoint a committee to prepare arguments advocating voter approval of the measure and a committee to prepare arguments advocating voter rejection of the measure.
      C.  Ordinance 14995 provides for submission to the voters on November 2, 2004, of an advisory ballot on a locally funded transportation plan.
      D.  Swift approval of this ordinance is necessary to ensure that the local voters pamphlet can be completed in a timely way.  For this reason, the county desires this ordinance to take effect by September 17.
      SECTION 2.  The director of the records, elections and licensing services division is hereby authorized and requested to prepare and distribute a local voters pamphlet, pursuant to K.C.C. 1.10.010, for the special election called for in Ordinance 14995, the cost of the pamphlet to be included as part of the cost of the special election.
      SECTION 3.  Pursuant to RCW 29A.32.280, the following individuals are appointed to serve on the voters pamphlet committees, each committee to write a statement for or against the advisory ballot question:

      SECTION 4.  For the reasons set forth in section 1 of this ordinance, the metropolitan King County council finds as a fact and declares that an emergency exists
 
and that this ordinance is necessary for the immediate preservation of public peace, health or safety or for the support of county government and its existing public institutions.
