A MOTION approving the procedures developed to improve transparency and communication in determining project eligibility for the one percent for art program, as requested by the 2007 Budget Ordinance, Ordinance 15652, Section 17.

WHEREAS, it is the intent of the council to improve transparency and communication in determining project eligibility for the one percent for art program, and WHEREAS, this work has been conducted by a workgroup comprised of representatives from the office of management and budget, 4Culture and the council, and WHEREAS, the executive has submitted his proposed procedures to improve transparency and communication in determining project eligibility for the one percent for art program that complies with the 2007 Budget Ordinance, Ordinance 15652, Section 17 requirements to the council;
NOW, THEREFORE BE IT MOVED by the Council of King County:
The procedures to improve transparency and communication in determining project eligibility for the one percent for art program are:
A. Representatives from the office of management and budget and 4Culture shall meet quarterly, as necessary, to discuss budget implementation issues, fund transfer administration and percent for art supplemental requests;
B. Improving the reporting process for capital projects so that the rationale for determining that a project is ineligible for percent for art is available;
C. The office of management and budget shall provide 4Culture a preliminary list of proposed capital improvement projects eligible for percent for art with sufficient time to discuss adjustments and corrections before the budget is transmitted to the council;
D. The office of management and budget shall inform 4Culture by December 15 of any available information about changes to the total revenue 4Culture will receive from one percent for art; and
E. 4Culture and the office of management and budget recommend council provide the scope of any changes to the budget that will affect the 4Culture's percent for art revenue by January 20 in order for the office of management and budget to provide
draft transfer forms to 4Culture with adequate time to transfer percent for art revenues by February 10 as required by the King County Code.
