Title

AN ORDINANCE establishing November 5, 2019, as the date of a special election on the question of creating a public hospital district on Vashon-Maury Island; establishing the boundary lines of the proposed public hospital district; and determining the number of commissioners of the proposed district and the manner of their election.

STATEMENT OF FACTS:

1.  On April 22, 2019, a petition for the formation of a new public hospital district in King County encompassing all the territory of Vashon-Maury Island was filed with the King County director of elections.  The director of elections has examined the signatures on the petition, compared them with the voter registration records of the King County department of elections and certified their sufficiency in compliance with RCW 70.44.020 and 70.44.030.

2.   The date and time for a hearing on the petition, along with the text of the petition, without signatures, was published in the Vashon-Maury Island Beachcomber on June 6, 2019 and June 13, 2019, in compliance with RCW 70.44.030.

3.  A public hearing on the properties to be included in the proposed hospital district was held by the committee of the whole on June 17, 2019, in compliance with RCW 70.44.030.

                     BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:

                     SECTION 1.  The proposed public hospital district shall be known as the King County Public Hospital District No. 5.

                     SECTION 2.  The boundary lines of the King County Public Hospital District No. 5 shall be as follows:

All of the islands and line of extreme low tide surrounding the islands known as Vashon Maury Islands which lie in Township 21,22 and 23 N and Range 2 and 3E, W.M., King County, State of Washington.  The boundaries of the proposed District follow existing precinct boundaries and do not divide any voting precinct, all required by RCW 70.44.030.

                     SECTION 3.  In accordance with RCW 29A.04.321 and 70.44.020 a special election is called for November 5, 2019, within the subject area of the proposition in section 2 of this ordinance to consider the question of whether or not to form the King County Hospital District No. 5 and to elect commissioners.  The director of elections shall cause notice to be given of this ordinance in accordance with the state constitution and general law and to submit to the qualified electors of the district, at the special election, the proposition hereinafter set forth.  The clerk of the council shall certify that proposition to the director of elections, in substantially the following form:

PUBLIC HOSPITAL DISTRICT NO. 5

KING COUNTY WASHINGTON

The King County Council adopted Ordinance No. _________ concerning the proposition to form King County Public Hospital District No. 5.  This proposition would authorize the formation of a new public hospital district having the powers and duties in RCW 70.44.060.  The new public hospital district would encompass all territory of Vashon-Maury Island and would be governed by a board of commissioners composed of five positions, all of whom would be elected on an at-large basis.

                     SECTION 4.  The board of commissioners of King County Public Hospital District No. 5 shall be composed of five positions to be elected on an at-large basis.  The initial commissioners for all five positions shall be elected at the November 5, 2019, election.

                     SECTION 5.  The director of elections is hereby authorized and requested to prepare and distribute a local voters' pamphlet, in accordance with K.C.C.

1.10.010, for the special election called for in this ordinance, the cost of the pamphlet to be included as part of the cost of the election.
