      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  Findings:
      A.  Metro Transit service was significantly reduced and disrupted during the December 2008 snowstorms.
      B.  As a result, many Metro Transit customers had to travel greater distances to access routes in service, and experienced lengthy waits and travel times.
      C.  During circumstances of adverse weather or other extreme circumstances causing severe service disruptions, resultant delays should not reduce the effectiveness of transfers and Metro customers should not be expected to pay more in fare than would be required during normal service conditions.
      D.  As part of the Metro Transit's mission to provide the best possible public transit services that get people on the bus and improve regional mobility, the transfer policy needs the flexibility to address service conditions and uniformity so it can be clearly communicated to customers.
      SECTION 2.  Ordinance 12643, Section 5, and K.C.C. 28.94.170 are each hereby amended to read as follows:
      The director shall establish a system of transfers to permit a person paying the proper fare to ride regularly scheduled service in any direction subject to the zone and time-of-day limitations applicable to the transfer.  The holder of a transfer of a lesser value than the proper fare shall pay the cash difference.  The time limit for transfers shall not exceed two and one-half hours from time of issuance, except that during adverse
 
weather or emergency conditions seriously disrupting regular service, the director may extend the time limit for transfers.
