2.
Presentation of a Recognition to honor Metro Transit driver Porter Mathis III as Metro's 2003
"Operator of the Year"
Mr. Pelz introduced Kevin Desmond, General Manager, Metro Transit who spoke of Porter Mathis
III's accomplishments. He introduced Mr. Mathis and his wife Denise. Mr. Pelz read the
recognition and presented it to Mr. Mathis. Mr. Mathis thanked the Council.
 
Reports on Special and Outside Committees
3.
Mr. Irons reported on the September 10, 2004 meeting of Eastside Transportation Partnership. The
members were given a presentation by the Washington State Department of Transportation and
Puget Sound Regional Council on Washington's transportation and difficulties with congestion relief,
public safety, the Alaska Way viaduct and SR520. The members discussed its membership, and Mr.
Irons indicated that the City of Seattle has expressed an interest in becoming a member of the ETP.
The recommendation was to allow the city to become a non voting member.

Ms. Patterson reported on the Puget Sound Regional Council Transportation Policy Board, which is
made up of city, county and state leaders all across the Puget Sound region. She indicated the Board
will be looking at such issues as finance, governance and how to prioritize transportation projects.
Recommendations will be made to the state legislature in January. Ms. Patterson mentioned that the
Board members were joined by Senator Jim Horn and Representative Ed Murray who also
participated in the discussions.

Mr. Pelz reported on Sound Transit. The Board initiated the 2005 budget process. Mr. Pelz
indicated that Joni Earl, Executive Director, Sound Transit gave a presentation on the process for
the 2005 budget. The Board approved contracts for 13 buses for service from Tacoma to Seattle, for
electrical work on light rail and for utility relocation on the Boeing access road. The Board also
honored Aubrey Davis, former Washington transportation commissioner, for his career in public
service.

A MOTION directing the county auditor to add a performance measurement program to the
auditor's 2005 work plan and requesting the county executive, assessor, sheriff, prosecuting
attorney and presiding judges of the superior and district courts to participate in an advisory
performance measurement work group.
