The meeting was called to order at 1:37 p.m.

Mr. von Reichbauer led the flag salute and Pledge of Allegiance.
 
Approval of Minutes of June 10, 2002

Mr. von Reichbauer moved to approve the minutes of the June 10, 2002 meeting without reading.
Seeing no objection, the Chair so ordered.
 
Reports on Special and Outside Committees
2.
Ms. Hague reported on her attendance at the PSRC Growth Management Policy Board meeting on
June 13, 2002. The Board continued its review of urban centers as part of the Vision 2020 reviewing
process. She indicated a number of presentations were made on design guidelines that better define
community values as they meet the demands of being employment and housing centers. The Board
reviewed the work program for the 2002 fiscal year. The Board will meet again in July.

Mr. Phillips briefed the Council on the West Point Citizens Advisory Committee meeting. Although
there had been previous discussion concerning removal of two digesters at West Point, it has been
determined that the technology is not available for their removal. Mr. Phillips indicated that the
West Point Citizens Advisory Committee was formed to begin discussions on how funds would be
spent within the process, should they become available. The committee meets again July 9, 2002.

 
Special Items
3.
Recognizing the Decatur High School soccer team for being the 2002 state champions.
Mr. von Reichbauer read the recognition and introduced the soccer team members: Taylor
McCluskey, Kyle Bressler, William Craig, Christian Scholze, Zach Norwood, Kyle Colbath, Frank
Walton, Alex Chursky and James Craig. He introduced Coaches Jimmy McAlister and Gary Arnts.
Mr. von Reichbauer spoke of Coach McAlister's background and accomplishments and read and
presented a recognition to him. Coach McAlister thanked the Council. A team member also gave
thanks.

Service Awards were presented by County Executive Ron Sims.

the urban growth area of King County to reflect site specific land use map amendments
adopted during the 2000 comprehensive plan update; ratifying the amended Countywide
Planning Policies for unincorporated King County; and amending Ordinance 10450,
Section 3, as amended, and K.C.C. 20.10.030 and Ordinance 10450, Section 4, as amended,
and K.C.C. 20.10.040.
On 6/17/2002, a public hearing was held and closed.

Regional Transit Authority (Sound Transit) and the state of Washington, by and through its
Department of Transportation to provide the real property, real property interests, and
associated operating agreements to allow Sound Transit to construct and operate a LINK
light rail alignment on and adjacent to the E-3 Busway between the southern boundary of
the Downtown Transit Tunnel and South Forest Street.

Welcome to Peace with Justice Tour delegation from South Africa
Mr. Gossett commented on the delegation from South Africa and other parts of the country who are
part of the American Friends Service Committee, a Peace With Justice Tour of the western part of
the United States. He introduced the group: Nunu Kidane, Africa Program Director for the
International Development Exchange in San Francisco, CA, and the coordinator of NGO Networking
Services for the Inter-Africa Group in Addis Ababa, Ethiopia; Prexy Nesbitt, Interim Coordinator of
the American Friends Service Committee's Africa Program; Wilhelmina Trout, a veteran woman
organizer of the anti-apartheid movement and the South African labor movement; and Dr. Molefe
Samuel Tsele, General Secretary of the South African Council of Churches. Dr. Molefe also made
comments and thanked the Council.
