AN ORDINANCE related to septic system permitting; implementing integrated, streamlined septic permitting operations for the department of permitting and environmental review and the environmental health services division septic program based on recommendations in the report required in response to 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 85, Proviso P3, and Section 98, Proviso P3.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. The department of permitting and environmental review and the environmental health services division of Public Health - Seattle & King County shall implement integrated, streamlined permitting operations for the septic program based on report recommendations in response to requirements set forth by 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 85, Proviso P3 and Section 98, Proviso P3.
SECTION 2. The environmental health services division and the department of permitting and environmental review shall continue to work together to implement improvement processes identified as low effort in the report. The agencies shall also work to prioritize and identify funding sources to implement the items identified as high effort in the report that will result in more significant process improvements for customers. Improvements may include, but are not limited to:
A. Increasing capacity in environmental health services field inspectors;
B. Reviewing on-site septic and building applications concurrently;
C. Continuing monthly inter-agency collaboration meetings;
D. Making website enhancements including on-site septic permit status webpage access;
E. Creating new educational materials for customers; and
F. Creating communication tools for environmental health services and the department of permitting and environmental review to ensure accurate referrals between agencies and, when funding is available:
