A MOTION adopting the grant award criteria and process for the WaterWorks grant program that will provide funding for programs, projects and activities to improve water quality in the wastewater treatment division service area in accordance with the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 110, Proviso P2; and authorizing the release of $2,000,000.

      WHEREAS, the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 110, Proviso P2, states that $2,000,000 of the appropriation for wastewater treatment shall not be expended or encumbered until the King County council adopts legislation approving the grant award process and criteria for the WaterWorks grant program, and
      WHEREAS, the WaterWorks grant program shall allocate funding to local and regional governments, including King County, nonprofit organizations, community organizations and businesses who partner with eligible entities, for the purpose of water quality improvement projects within the King County wastewater service area, and
      WHEREAS, in accordance with the proviso, Attachment A to this motion outlines the implementation of the WaterWorks grant program, including the purpose, criteria, eligibility for funds, staffing and project selection process;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      A.  The Implementation of WaterWorks Grants Program, which is Attachment A to this motion, is hereby adopted to govern the administration of the Waterworks grant program.
      B.  The $2,000,000 currently held in reserve in the 2015/2016 Biennial Budget through Ordinance 17941, Section 110, Proviso P2, is hereby released for expenditure on
projects that meet the criteria and guidelines in Attachment A to this motion and for administration purposes.
