Title
AN ORDINANCE authorizing the county executive to enter into an interlocal agreement with Pierce county and Snohomish county for the joint planning  and coordination of public safety communications systems.
Body
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  Findings:
      A.  Police officers, fire fighters and other responders in King, Pierce, and Snohomish counties engage in joint operations and provide each other mutual aid daily.  Effective communication is essential for responders to do their jobs effectively and safely.
      B.  There are five major local government-owned public safety communication systems in the three-county area.   
      C.  The systems' interoperability, reliability, scalability, coverage, security and affordability may be enhanced if their owners jointly plan and coordinate the construction and operation of the existing and future systems.
      D. King, Pierce and Snohomish counties have engaged in discussions to develop an inter-local agreement to facilitate this joint planning and coordination, and want to enter into such an agreement.
      SECTION 2.  The county executive is hereby authorized to enter into an interlocal cooperation agreement with Pierce county and Snohomish county, in substantially the same form as Attachment A to this ordinance, for the purpose of jointly planning and coordinating the public safety communications systems in the three counties.
