WHEREAS, the Flood Control Zone District ("District") Board of Supervisors passed Motion FCD11-02 on July 11, 2011, authorizing the District to work in collaboration with Green River valley cities in meeting Federal Emergency Management Agency ("FEMA") certification standards of levee segments and to assume operation, maintenance and repair responsibilities necessary for certification of levee segments, when the levees are designed and constructed consistent with King County Flood Hazard Management Plan Policy PROJ-6, Flood Protection Facility Design and Maintenance Objectives; and
WHEREAS, Resolution FCD2011-16 approved the Agreement for Levee Construction, Operation and Maintenance (“Agreement”) between the District and the city of Kent, which sets forth specific technical requirements to be achieved to ensure that levee improvements are constructed consistent with flood risk policies in the adopted King County Flood Hazard Management Plan; and
WHEREAS, Resolutions FCD2008-17 and FCD2010-41.2 designate King County, through the Water and Land Resources Division of the King County Department of Natural Resources and Parks (WLRD), as the District’s service provider; and
WHEREAS, the director of WLRD has the expertise to evaluate the technical requirements and performance measures necessary to ensure the District’s objectives are achieved; now, therefore
BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE KING COUNTY FLOOD CONTROL ZONE DISTRICT:
