Title
A MOTION related to the transfer of retired vanpool vans to nonprofit organizations and local governments to meet the needs of low-income, seniors or young people or people with disabilities; and rescinding Motion 15893.
Body
WHEREAS, King County provides transit services to its residents to increase mobility options and reduce traffic congestion and related environmental degradation, and
WHEREAS, the provision of passenger vans to nonprofit organizations and local governments serving individuals with limited resources and mobility options can support those goals and provide significant public benefits, and
WHEREAS, high-quality passenger vans retaining value and utility are periodically retired from the county's vanpool program, and
WHEREAS, the metropolitan King County council has previously transferred retired vans to agencies serving low-income, seniors, disabled and young people, and
WHEREAS, K.C.C. 4.56.100 states that each year, "the Metro transit department shall make available retired passenger vans for exclusive use by nonprofit organizations or local governments that are able to address the mobility needs of low-income, seniors or young people or people with disabilities," and
WHEREAS, in 2020, the King County council passed Motion 15646, which allocated thirty-six retired passenger vans to nonprofit organizations and local governments to meet the needs of low-income, senior, disabled and young county residents, and
WHEREAS, because of the financial and operational impacts of the coronavirus disease 2019 pandemic, one of the organizations named in Motion 15646 indicated that it would not be able to accept delivery of the van it was allocated, and
WHEREAS, in response, the King County council passed Motion 15893 to rescind Motion 15646 so that the unused van from the 2020 allocation could be reallocated to a different organization, and
WHEREAS, because of the financial and operational impacts of the coronavirus...
